Seminar ‘Identification of the needs for pesticide risk assessment and management tools in France'
9-11 June 2008
L’Orée des Chênes,
La Ferté Saint Aubin, Sologne, France

A 2.5-day seminar funded by the French Observatoire des Résidus de Pesticides was held on 9-11 June 2008 in France to identify the needs of French stakeholders with regard to tools for pesticide risk assessment and management.

The FOOTPRINT tools were used as examples of tools which can be used to evaluate the risk of pesticide impacting on water resources. Participants, representing a wide range of public stakeholders - from agricultural advisers to national decision makers - were presented FOOTPRINT and its tools in detail and were then invited to provide their feedback and suggestions in working groups.

A series of executable summaries of the event is available in a dedicated report (in French only).

Those wishing to contribute to the optimisation of the FOOTPRINT tools are invited to provide answers to the questions below.

We thank you in advance for your contribution.

Our questions, your answers
The forms below presents a series related to tools for pesticide risk assessment and management. Please feel free to answer some or all questions and we will include your feedback in the design of the tools. Don't forget to validate your answers by pressing the Submit button at the end of the page.

Question 0
What are you expectations with regard to computerised tools for pesticide risk assessment and reduction?

Question 1
Should the tools account for uncertainty? If yes, should the uncertainty features in the tools be available in a standard or advanced mode?

Question 2
Is a significant effort on validation needed ? If yes, what would be the best way to achieve a validation of the tools?

Question 3
Should the tools also cover non-agricultural usage of pesticides (e.g. by local authorities, motorway companies, railway companies, gardeners)?

Question 4
Should the tools be used in education?

Question 5
How many specific versions of the tools need to be defined (e.g. specific to one region, to one user group, to one crop)?

Question 6
Should the tools provide a single environmental indicator or a series of environmental indicators?

Question 7
Should the use of the tools be made compulsory? If not, what would be main incentives for the tools to be used?

Question 8
Do you consider the use of the tools to be an advantage or a disadvantage?

Question 9
In case of the modelling system running on demand, how much time would you be ready to wait for your results? 10 seconds? 1 minute? 30 minutes? 1 hour? 24 hours? 1 week?

Question 10
Should the tools be free of charge for all users? If yes, how to fund their maintenance in the long term?

Question 11
Should users receive a training before they can use the tools?

Question 12
For the regional scale tool, should the tool try to predict concentrations in water bodies or should it stick to concentrations leaving the soil system and be used as an input in more complex models?

Question 13
Who would be ready to sponsor the long-term maintenance of the tools?

Question 14
What would be your best advice with regard to the development of the tools?

Question 16
Does the need to have ArcGIS installed on your machine represent a potential limitation in the use of FOOT-CRS et FOOT-NES? If yes, how can this be addressed?

Question 17
What is the main reason why the tools would not be used?

Question 18
Is there a need for national versions of the FOOTPRINT tools?

Question 19
Who should use the tool operating at the farm-scale tool? The farmer or the agricultural adviser?

Question 20
The FOOTPRINT tools currently focus on the risk to water resources. Should the tools evolve to estimate all risks associated with the use of pesticides (e.g. user, bypasser, air, etc.)?

Question 21
Should a large spectrum of stakeholders be involved in the development of national versions? Or on the contrary, a limited number of stakeholders to maximise efficiency?

Question 22
Should the climatic zonation be based on a scientifically-based climatic study or on administrative boundaries?

Question 23
Should FOOT-NES be used for national registration? How to handle differences between FOCUS and FOOTPRINT predictions?

Question 24
Should the FOOTPRINT tools be freely accessible via the internet? Why?

Question 25
How to cope with the deployment of different versions of the tools on the same territory?

Question 26
Should FOOT-NES be optimised for two separate applications (registration matters and the Water Framework Directive)?

Question 27
What should be the outputs of the tools? Graphs? Statistics? Colour maps?

Question 28
Should the new versions take the form of a PC software or an internet portal?

Question 29
Do you think we should provide access to detailed daily prediction data coming out of the models?

Question 30
Can the tools mix scientific and non-scientific assessments?
